PHASE 1 – Public Consultation involves setting the tone to reach a wide variety of people in creative ways to make it easy, interesting, and fun for individuals of all ages and backgrounds, and from all municipalities to participate in the creation of a new regional plan. Consultation will continue through the process of creating a new regional plan.
Timeline: We have completed a media launch, developed our brand and set up our social media. There will be opportunities for consultation throughout all phases of the project.
PHASE 2 – Background Issues & Analysis has involved a thorough review and update of the 2009 NEAR Plan Issues and Analysis Report based on a blend of data collected, public consultation material, and the expertise of the Stantec project team combined with the development of regional demographic projections in collaboration with the Newfoundland and Labrador Statistical Agency.
PHASE 3 – Visioning is the next phase in which Stantec and its partners will define the overall vision, guiding principles, and direction for the preparation and success of the NEAR Plan.
Timeline: This is the current project phase, and the Vision Statement will be posted in March. ***We are currently rescheduling the public meetings due to the snowstorm.***
PHASE 4 – Alternative Scenarios will explore three potential futures for the NEAR region in detail. Using population projections and demographic analysis, and land budgeting graphic representations of the three scenarios will identify how the region can respond to future development demand.
Timeline:This phase will include two public open houses in late May. The Alternative Scenarios Report is scheduled to be completed and posted to the website in early June.
PHASE 5 – Draft and Register the NEAR Plan pulls together all aspects of the previous phases, and through public consultation efforts, will result in a final NEAR Plan that meets the needs of the municipalities and residents of the Northeast Avalon as well as the Province.
Timeline: This phase will include three public open houses mid-July. The Draft Regional Plan will be available for review prior to the open houses.
